County updates: SB 617 clears committee; committee agrees to support AB 864 and AB 1242 and send recommendations to full board

Amy Costa of Full Moon Strategies briefed the Alameda County Personnel Administration and Legislation Committee on state progress and deadlines. "Our County sponsored Bill SB 6 17 passed," Costa said, reporting that SB 617 passed the Senate Committee on Labor, Public Employment and Retirement by a 5–0 vote and is headed to Senate Appropriations.
Costa summarized other state activity: a contentious Assembly floor debate over amendments to a bill addressing penalties for solicitation of 16- and 17-year-olds, upcoming budget subcommittee hearings including on juvenile justice realignment, and a Senate subcommittee hearing on a Diaper Access Initiative proposed in the governor's January budget.
Chair Tam said the board will hold a work session on the county budget on May 15, after the May revise is released. The committee also considered two requested positions: a request from Supervisor Miley's office to support AB 864 (on hazardous-waste treatment for photovoltaic modules) and a request from the chair's office to support AB 1242 to improve language-access implementation. The committee agreed to move both items to the full board with recommended positions.
