"We have seen great progress and expect that we will be again closer, closer, closer, ever closer to final terms on Monday," Halbert said, announcing a negotiating session scheduled for Monday and that the board will resume closed-session discussion Tuesday morning after that session.

At the start of the meeting the presiding officer called for public comment on the closed session; the clerk reported there were no speakers, and the board recessed to closed session. A second roll call was held when the meeting returned to open session and a quorum was confirmed.
