Senior Planner Leslie McClendon presented the final development plan and plat for the first subphase of the Town of Tioga traditional neighborhood development on Feb. 19. The subphase covers roughly 17 acres and proposes 29 single‑family lots with required sidewalks, stormwater facilities and street connections to existing Tioga infrastructure. McClendon told the committee the Board of County Commissioners previously approved the preliminary plan and that staff finds the final plan consistent with the comprehensive plan and the Unified Land Development Code.
Staff noted two conditions of approval specific to this subphase: compliance with Florida Fish and Wildlife Conservation Commission guidelines for gopher tortoise protection (including required surveys and relocation permits) and recording the conservation easement prior to issuance of a construction permit. The staff report recommends approval with conditions and recommended that the DRC forward the plat to the Board of County Commissioners for action.
No substantive public opposition was offered at the hearing. A committee member moved to approve the final development plan with conditions and to recommend approval of the plat to the Board of County Commissioners; the motion passed by voice vote. The DRC’s action advances the Town of Tioga subphase toward platting and permitting, subject to conditions noted in the staff report and final engineering at subsequent reviews.
