South Miami CRA appoints city leaders, backs redevelopment plan for City Commission review

The South Miami Community Redevelopment Agency met on Tuesday, May 19, 2026, and took two procedural votes that advance agency leadership and a redevelopment plan to the City Commission.
Counsel explained that the agency had two items before it: a procedural resolution to appoint the mayor as chairperson, the vice mayor as vice chairperson and the city clerk as secretary of the CRA and to adopt the City Commission's rules of procedure for CRA meetings; and a resolution recommending that the City Commission find the proposed Community Redevelopment Plan conforms with the South Miami Comprehensive Plan and accept the Planning Board's recommendation for transmittal. Counsel said the county had earlier delegated limited authority to the CRA and, after transmission, asked that the plan be routed to the city's local planning agency; the Planning Board recommended approval last week.
The board approved the April 21 minutes first. Board Member Moniz moved to adopt the minutes and Board Member Rodriguez seconded; the clerk called the roll and the minutes passed 4-0.
Item 1: The CRA then considered the procedural appointments and adoption of rules. The resolution formally names the mayor as CRA chairperson, the vice mayor as vice chairperson and the city clerk as CRA secretary and incorporates the City Commission's rules of procedure to govern CRA meetings. Commissioner Cai moved the resolution and Board Member Boonish seconded. The clerk called the roll and the item passed, 4-0.
Item 2: The CRA next considered a resolution recommending that the City Commission find the Community Redevelopment Plan in conformity with the South Miami Comprehensive Plan and to transmit the redevelopment plan to the City Commission for approval. Board Member Monique moved the recommendation and Board Member Calle seconded. The clerk called the roll and the resolution passed, 4-0. Counsel had summarized the administrative history: a county resolution had delegated limited authority to the CRA to adopt a redevelopment plan but directed transmission to the local planning agency; after that transmission the county indicated the plan should go to the City's planning board, which recommended approval.
There were no members of the public who spoke in the chamber or online on the agenda items. With no further business, Chair Fernandez adjourned the meeting.
The CRA's recommendation will go to the City of South Miami Commission for final action; the Planning Board's favorable recommendation was noted during the CRA discussion. The meeting record shows both CRA resolutions passed unanimously, 4-0.
