Eagle Township adopts 3.5‑mill emergency services special assessment and obligates ARPA funds to regional fire authority

On Sept. 19, 2024, the Eagle Township Board approved a package of actions to fund local emergency services, adopting a 3.5‑mill emergency services special assessment for FY2024‑25 and authorizing a $90,000 transfer from the general fund to the Emergency Services Fund. The board also adopted a separate resolution to obligate $274,281.56 in ARPA funds to the Looking Glass Regional Fire Authority (LGRFA), effective Oct. 17, 2024; interest earned on those ARPA funds will be deposited in the township general fund.
The measures followed a public hearing on the special assessment that opened at 6:04 p.m. and closed at 6:26 p.m. During public comment, residents spoke in favor of an increase, with one resident saying a 2‑mill increase would be supported and another noting that “full time fire department services cost more.” The board then approved Resolution 09-19-2024-03 to obligate ARPA funds to LGRFA, amended to note the “allowable use of revenue loss as allowed in the US treasury final rule,” and approved Resolution 09-19-2024-01 to rescind a prior resolution and levy the 3.5‑mill special assessment; both measures passed on unanimous roll call votes.
The board also approved the LGRFA FY2025 budget per the board memorandum: total LGRFA spending is $1,074,744, with Eagle Township’s share totaling $385,629 (Operating $340,864; Capital Outlay $44,765). The board authorized the adoption and filing of the updated 2024 L‑4029 Tax Rate Request with Clinton County, which sets the Emergency Services Special Assessment at 3.5 mills.
Clerk Laurie Briggs-Dudley moved both resolutions; roll call yes votes on the adopted resolutions and budget included Clerk Laurie Briggs-Dudley, Treasurer Chelsea Hoppes, Trustee Michelle Hoppes, Trustee Dennis Strahle and Supervisor Troy Stroud. The board recorded no votes in opposition.
Next steps: LGRFA will convene a regular meeting on Sept. 25, 2024, where its board will consider its FY2025 implementation details. The township will file the L‑4029 with Clinton County and implement the new special assessment in fiscal documents as authorized by the board.
