Woodbridge planning commission schedules zoning hearing, extends excavation permit and logs transport concerns

The Woodbridge Planning & Zoning Commission at its July 6 meeting took several procedural actions and recorded administrative items.
Zoning map amendment: The commission scheduled a public hearing for the application from Gail and Christopher O'Connor seeking to amend the zoning map for 15 and 21 Crum Elbow Road (move the lot from General Business to Residential A). Chair Jeff Kennedy said the applicants were not present and staff confirmed the matter requires a public hearing; because Labor Day falls on Monday, Sept. 7 the hearing was set for Tuesday, Sept. 8, 2026. The chair moved to set the hearing, the motion was seconded and the commission voted in favor.
Permit extension: Staff reported that the owners of the site referenced as a special-exception permit for excavation and fill at the Lunar/Lindner Drive properties took ownership in April and requested a one-year extension to comply with the terms of the original permit. The commission voted to extend the special-exception permit for one year.
LOTCIP grant correspondence: The commission received a letter from resident Jim Urbano concerning a state LOTCIP transportation grant project that will affect town and state roads and urged that power-line burial be the first priority. Commissioners noted the project was not initiated by TPZ, asked staff to forward the correspondence to the Economic Development Commission and the first selectman, and requested that the town attorney review project paperwork to determine whether TPZ should formally comment on conformance with village-district guidelines.
Enforcement and minutes: Zoning enforcement officer Chris Sullivan reported a complaint about an unregistered bus and an unregistered motor vehicle on Aling Avenue (owner responded to a letter) and unresolved issues on Amity Road that will require follow-up with the town attorney. The commission also approved the minutes for May 4 and June 1 after noting corrections.
No new regulatory changes were adopted at the meeting; the body used the session for scheduling, permitting, correspondence review and to continue its conversation about how to respond to upcoming state housing-growth planning requirements.
