Applicant Dominique Wilson said she wants to place a manufactured home on the lot.
Member Jim Kerlin moved to recommend approval; Member Freddie Paul seconded. Member Von Thomas opposed the recommendation; the motion nonetheless passed by majority vote. The transcript records the dissent but does not include a reason for Member Thomas’s vote.
