Committee recommends accepting donated Tamarack Highlands parcels for stormwater management

The Planning Committee heard from planning staff about Resolution 2025-R-19, a request to accept five parcels in Tamarack Highlands as a donation from developer Wayne Riggs. Staff said two corner lots are already used for stormwater easements and others contain ponding or a hillside; the city's stormwater crew has been maintaining some of the lots.
"They're not really buildable," planning staff said, and the stormwater supervisor told staff that owning the parcels would simplify maintenance rather than continuing to manage them as easements. Committee members asked staff to run a title search and verify there were no liabilities; with those steps planned, the committee agreed to advance the resolution on second reading with a nominal $1 consideration often used to document the transaction.
