Staff told the committee that TRC comments had been incorporated into the final site plan and recommended approval.
During the public‑comment period, Jennifer Casper of 105 Virginia Street said she has multiple videos showing workers from several companies repeatedly accessing a manhole near her property line across from the Circle K and alleged that sewage was being pumped into her yard, creating odors and harming vegetation. "Circle K across the street was pumping their sewer into our yard," Casper said.
Solsis said he had no knowledge of the specific events Casper described and recommended she contact Public Works; he offered to provide Public Works contact information after the meeting and advised filing an online ticket so staff can investigate.
After public comment, a member moved to approve SP 2601 and the committee conducted a roll call; members voted yes and Solsis announced the public meeting for SP 2601 concluded. The committee did not record any additional conditions tied to the approval during the meeting.
