Planning staff recommends, commission forwards positive referral for Red Lobster lease renewal

Deputy Planning Director Jennifer Emenger told the Danbury Planning Commission that the city owns the property leased to Red Lobster Restaurant LLC at 34 Backus Avenue, near the mall and airport, and that the current arrangement is a ground lease in place since 1993.
"This is a it's sort of a renewal, but it's a renegotiation of the terms of the lease agreement," Emenger said, describing the proposal as a five‑year term with an option to renew for another five years. She said staff had no objection to the referral and that the lease terms would be subject to corporate review and approval.
A commissioner moved for a positive referral and another commissioner seconded; the commission voted in favor and the matter received a positive referral to the reviewing bodies.
The staff report noted the parcel is approximately 2.38 acres and located in the CG 20 zoning district. Emenger told commissioners that the city owns the land while the tenant owns the building, characterizing the arrangement as a ground lease. The referral sends the proposed lease terms forward for formal review by the appropriate municipal parties.
