On Sept. 10, 2025, the Douglas Library Board heard that new statutory requirements for collection development, programs and displays carry an Oct. 1 submission deadline that could affect the library’s eligibility for state grants in 2026. Laura Moran, identified in the minutes as the library director, told the board she planned to submit the policies to the State the following day and that the board would need to approve them at its next meeting to remain eligible for grants.
The requirement was described in the minutes as "New Statutory Requirements Pertaining to Library Collection Development, Program, and Display Policies"; the minutes did not give a statute number or the full statutory citation. Board members did not record a formal vote on the policies at the Sept. 10 meeting; Moran said approval would be sought at the next meeting so the library can meet the Oct. 1 deadline and preserve eligibility for state funding in 2026.
Board members discussed the procedural need to review and adopt the revised policy language before the next meeting. The minutes do not include the text of the proposed policy changes or the name of the state office to which the policies will be submitted.
Next steps: Moran will submit the policies to the State as planned and present the board with the policies for formal approval at the next meeting so that the library can meet the stated statutory deadline and preserve eligibility for 2026 state grants.
