Neugebauer outlined specific adjustments: an additional $53,813 in the general fund for administrative costs and benefits; $72,900 to the Street Construction Maintenance Repair Fund for salt and snow removal; $25,650 in Park & Rec expenses; $55,000 to the Park Capital Project Reserve Fund; and $102,752 from the TIF Capital Projects Fund. “We just received a TIF payment of $2,300,000,” Neugebauer said, and the total appropriation amount was reported as $237,215. The council voted and the motion carried.
On the transportation agenda, the council approved Resolution 2025‑R38, awarding the 2025 sidewalk replacement program contract to TNT Landscaping Contractors for the low bid of $81,678.53 — below the engineer’s estimate of $92,000 — continuing the pilot program to address severely unsettled sidewalks.
Public Safety Chair Babbitt reported the committee reviewed renewal applications for Class C and D retail liquor licenses and noted information from Detective Cadwell of the Summit County Sheriff’s Department that past infractions did not appear tied to licensed alcohol sales; the committee moved that the city not request hearings from the state for those renewals (TMP5091), and the council carried the motion.
Procedural items: the council approved the Sept. 9, 2025 meeting minutes (TMP5087) and later moved to adjourn. The record shows each motion was seconded and carried.
Next steps: implementation of R41’s appropriations will be handled by the finance department; procurement staff will execute the sidewalk contract under the terms approved by the council.
