Summit County ADM board seeks Green City Council endorsement for behavioral‑health levy renewal

Jeanne Cool, manager of evidence‑based practices and outcomes at the Summit County ADM board, asked the Green City Council on Sept. 23 to endorse Issue 1, a renewal levy on the November ballot that ADM said will sustain local behavioral‑health services.
“We are issue 1 on the ballot in November. It is a renewal with a slight increase…for a home that is county assessed at a $100,000, it would be about $6.25 a month,” Cool told the council, adding that ADM’s last fiscal year showed total income of “over $46,000,000, 77% of that is local levy and it is anticipated to be closer to 80% in this upcoming year.”
The ADM board, a county statutory entity that plans, funds and oversees behavioral‑health programs, said about 93% of its expenditures go back into community programs and services. Cool said ADM does not provide direct services but funds roughly 30 local agencies listed in the council packet, naming Child Guidance and Family Solutions, Portage Path Behavioral Health, Community Support Services and Oriana House as examples.
Andy Platt, who identified himself as chair of the city’s drug task force, said the task force unanimously endorsed the levy and that the city’s local programs “couldn’t do what we do within the city of Green without ADM support.”
The presentation closed with a request that the council consider an official endorsement; Cool offered additional information and directed residents to supportadmboard.org for materials. The council did not take a formal vote on endorsement during the meeting.
Next steps: the levy is slated for the November ballot; ADM representatives encouraged outreach to voters and to elected officials for additional support.
