County staff brief supervisors on state budget, SB 1400 progress and forward four legislative positions to full Board

Amy Costa of Full Moon Strategies told the Alameda County Personnel, Administration and Legislation Committee that the state legislative session had crossed a major deadline and that the county-sponsored measure SB 1400 had passed the Senate Local Government Committee 5–1 and was headed to the Senate floor.
"Last week was a big week in Sacramento and a critical point in our 2026 legislative session," Costa said, summarizing committee activity around committee deadlines and noting the county-sponsored SB 1400 advanced with a 5–1 vote.
Costa also briefed supervisors on the Senate Democrats' draft budget framework "Foundations for the Future," which proposes new revenue measures and significant investments including homelessness response funding. She reported the Department of Finance's April bulletin showing monthly general revenues about $1,500,000,000 above the governor's forecast and approximately $8,600,000,000 above fiscal‑year-to‑date estimates, though she cautioned some gains are driven by volatile receipts from large tech firms.
The committee then considered several departmental requests for the county's formal positions on state bills: support for an urban‑counties budget request to mitigate HR 1 impacts affecting CalFresh and Medi‑Cal; (a removed request for AB 2214, which missed a fiscal deadline); support for SB 1313 to create a special fund addressing PFAS impacts in drinking water; funding support for California Children's Services staffing; and support for AB 1659 to ensure joint transition planning for juvenile pupils.
Supervisor Fortunato Bass moved to forward items 1, 3, 4 and 5 to the full Board; the chair seconded and a roll call produced two affirmative votes. The motion passed. There were no public comments on the requests and the meeting was adjourned.
The committee asked staff to follow up on outreach to Assembly Member Bonta's office regarding SB 1400 and to provide further detail when the May revise is released.
