Commission tables Mountainville Road application pending complete engineering and drainage plans

The Environmental Impact Commission on March 12 heard a neighborhood‑scale proposal for regulated activity 123615 on Mountainville Road and tabled it after staff and commissioners said the submission lacked the detailed engineering and drainage information required for review.

Applicant William Becharat described a revised driveway location and an alternative layout intended to keep the house and construction outside wetland limits, and he acknowledged seasonal seeps from the hillside. He said a landscape architect and site engineer will prepare planting and wall designs and that the house will be outside the wetland limit.

Staff repeatedly told the applicant the commission cannot act until it has a complete application: a revised plan showing exact work, a drainage plan, engineered details for retaining walls and wetland crossings, plant species and sizes, and a construction sequence that explains equipment and access. Staff warned that if prior septic testing or earthwork altered groundwater seepage, that would need engineering mitigation.

A commissioner moved to table regulated activity 123615 to the next regularly scheduled meeting to allow the applicant to submit the required documents; the motion passed by voice vote. The applicant said he will supply the full application packet promptly and consult the commission staff for details before returning.

Next steps: applicant to submit revised plan, drainage/soil-stabilization details and engineered wall drawings; staff to review and prepare conditions for the commission's consideration.
