Linden council amends budget, approves ordinance changes and refunds, schedules June 15 hearings

The Linden City Council on June 1 approved a package of routine and policy actions, including a budget amendment, changes to local ordinances, personnel pay increases and the scheduling of several public hearings for June 15.
The council unanimously adopted Resolution 2026-39 amending the 2025–2026 budget after a roll call vote recorded as unanimously in favor. Council also approved a $5,000 refund to resident Carla Hillgren for 201 North St. Dominic Hayden made the motion to approve the budget amendment and the refund; Tim Hays seconded the motions and each was described in the minutes as carried.
Council members approved several ordinance and code changes. The council removed the seven-day notice requirement in Chapter 152 (grass and weeds), removed the permit requirement for urban chickens under Chapter 58, and amended Chapter 155.31 to allow people staying in recreational vehicles or tents a two-week stay followed by a required 30-day absence. Dominic Hayden moved the changes and Tim Hays seconded them; the minutes record each motion as carried.
Personnel and operational items approved included increasing the maintenance position pay to $20.00 per hour and authorizing a $2,500 contract to spray the city lagoon for weeds. Council directed Chad Ratcliff to repair the storm drain at 110 Polk St. The council also tabled the storm siren item pending more information and tabled painting city buildings to seek additional bids.
On enforcement and legal actions, the council directed the city attorney to pursue civil actions to recoup outstanding funds identified in the audit findings and to proceed with action requiring 206 (E) North St. to obtain the building permit required under Safe Iowa building codes. The agenda also recorded that the attorney will file on 201 Dallas St.
The council scheduled multiple public hearings for June 15: nuisance properties will be addressed at a special meeting following other hearings; a public hearing on 315 Main St. will be held June 15 at 7:00 p.m.; and a public hearing on Resolution 2026-37 to sell parcel ID 0919300005 will be held June 15 at 7:15 p.m. The motion to set those hearings was moved by Dominic Hayden and seconded by Tim Hays.
Council approved reinstalling no parking signs on both sides of Hamilton/West Street and approved the bills payable and monthly financials. The minutes list total fund disbursements of $18,924.65 and named vendors including Alliant Energy, MidAmerican Energy, EMC Insurance Company and others.
