The Salinas Historic Resources Board held its annual officer elections and administrative business before receiving two planning updates.
At the outset, the board approved the previous meeting minutes (motion moved and seconded) by roll‑call vote with one abstention recorded by a member who was absent from the prior meeting.
Under bylaws requiring officers to be selected at the first meeting after July 1, members nominated Michael to continue as chair and Eloise to continue as vice chair. Both nominations were seconded and approved by unanimous roll‑call votes.
In administrative reports, city planning staff presented the Intermodal Transportation Center (ITC) existing conditions and opportunities memorandums as a planning summary of outreach and analysis. Staff noted the City Council approved renaming the ITC area to the Salinas City Heritage Park at the ITC to establish a distinct identity and support future activation.
Board members asked for preliminary sets and elevations for any future project affecting the Heritage Park so the board can review potential impacts under Secretary of the Interior standards. Staff repeatedly emphasized the memos describe a planning scope only and that no project or final design is before the board.
Staff also updated members on the Mills Act application period: informational postcards were mailed May 1 to properties listed in the city's 1989 and 2017 historic surveys; seven property owners have requested additional information; staff expects to receive one completed application tomorrow; and the application period closes Friday, July 31. Staff said it will return to the board later this year with recommendations after review of submitted applications.
The board closed with member reports emphasizing community engagement best practices and a reminder that the next meeting is August 3; the meeting adjourned.
