Auditor-Controller reports $5.72 billion in contractor payments, highlights MWBE and local participation

Melissa Wilk, Alameda County Auditor-Controller/Clerk-Recorder, briefed the Procurement & Contracting Committee on the county's updated procurement payment data covering July 1, 2009, through March 31, 2026.
Wilk said the report shows $2.53 billion in payments for contracts up to $500,000, of which $1.48 billion (about 58%) went to local contractors and $1.23 billion (48%) went to minority-, women- and small local emerging-business (MWBE/SLEB) contractors. "The total amount for that period was $2,530,000,000," Wilk said. Including payments above $500,000, she reported total payments of $5.72 billion, with roughly $3.00 billion to local contractors and $2.00 billion to MWBE/SLEB contractors (about 35% of the total).
Why it matters: the numbers provide an overview of local and MWBE/SLEB participation in county contracting and a baseline for future oversight. Wilk told the committee the full historical reports are posted on the county website and that, following a board recommendation, staff will present a more streamlined report that covers the prior five years starting with the July 1 quarter.
Details from the presentation: Wilk provided breakdowns by category for smaller contracts (construction, architecture and engineering, professional services, goods and services) and for the full set of contracts. She said proposed streamlining would retain prior-year payments by quarter, MWBE/SLEB reporting and supplier-pool charts while reducing the overall size of the packet.
Committee response and next steps: Chair Supervisor Miley and Supervisor Marquez had no immediate questions and thanked Wilk for the thorough data. There were no public comments on the auditor's item. Wilk said staff will continue to maintain historical data and bring the streamlined format to the committee beginning with the next fiscal year's first quarter.
