The On‑Site Wastewater Systems Commission discussed starting work to establish Alameda County guidance for household graywater systems and to advance a county drought resiliency plan, commissioners said at a meeting focused on water conservation and on‑site sewage impacts.
Chair Joey opened the discussion by placing graywater standards and a related drought resiliency plan on the commission’s agenda and asking staff to brief members on legal and health constraints. An agency official leading the briefing said, “The state has a requirement for counties to develop and submit something called a drought resiliency plan,” and added that Alameda County had not yet completed that work and had missed some state funding opportunities.
The commission’s staff summarized California plumbing‑code definitions and limits for graywater: it is untreated wastewater from bathtubs, showers, bathroom basins and clothes washers, and does not include toilet or kitchen‑sink discharge. The staff member noted some single‑fixture laundry‑to‑landscape connections may not require a permit but that most permanent sink or shower diversions do. “Graywater is not safe to drink and thus should not touch the part of the plant someone would eat,” the official said, stressing public‑health restrictions.
Commissioners and staff mapped technical constraints the county would need to address in drafting guidance: minimum horizontal setbacks (staff cited 100 feet from water supply wells and streams), subsurface dispersal (discharge covered by at least 2 inches of mulch/soil), limits on storage (surge tanks are discouraged; graywater should generally be used the same day and not be stored beyond 24 hours), and protections to avoid cross‑connections with potable plumbing. Staff also described design and maintenance expectations such as diverter valves, filtration for micro‑emitters, and transfer of operations manuals on property sale.
Participants debated tradeoffs for properties with septic systems. Staff observed that local on‑site wastewater code currently assumes systems are sized to handle the full wastewater load, so graywater diversion can reduce flows and, on constrained or failing sites, might extend system life. Commissioners expressed concerns about duplication of infrastructure and cost effectiveness for heavy treatment systems.
Staff proposed practical next steps the commission can pursue without changing code immediately: produce plain‑language fact sheets for residents on when permits are required and safe practices; host town halls and hands‑on workshops with local instructors such as Laura Allen; coordinate jurisdictional review with county counsel, public works and building departments; and ask supervisors for modest funding to support outreach. The commission agreed to ask staff to draft those materials and to brief supervisors on the drought plan status.
The discussion produced no formal motion or vote. Commissioners said they would return the graywater item with draft fact sheets and a proposed outreach plan at a future meeting, and staff said they would continue to research county authority and bring sample ordinances and Santa Clara‑style permitting examples to the commission.
