The toolkit will include preapproved architectural plans and a project cost estimator; the development program includes a $7,400,000 Measure A1 program‑income pilot to prove the model on small sites and leverage other funding sources. The review panel recommended a consultant team led by Inspired ADUs.
The committee moved to approve the consultant agreement and refer the SHIFT framework and program income allocations to the full Board. Supervisor Tam made the motion and Supervisor Miley seconded; both voted "Aye" and staff said they expect to launch an RFQ for a SHIFT developer pool this summer and a NOFA in the fall. Housing staff noted that tax‑defaulted sites and SHIFT will be coordinated, and staff said a tax‑defaulted technical assistance item will likely return to the committee in June.
What happens next: staff will take the consultant agreement and program income actions to the full Board in the coming weeks, begin the RFQ and prepermitting work, and aim to receive site applications by the end of the calendar year.
