Planning committee reviews Greensburg Meadow rezoning for 101‑lot development; two TIF proposals also under review

The Green City Planning, Community and Economic Development Committee reported on three development items Nov. 10: a proposed Greensburg Meadow planned development, and two tax‑increment financing (TIF) ordinances for commercial projects.
Ordinance 2025‑12 would rezone roughly 30.5 acres at the northeast corner of Greensburg Road and Wenning Way from R‑1 (single‑family) to PD (plan development) to allow a conceptual plan showing 101 residential lots. The Planning & Zoning Commission recommended the rezoning 5‑0. The council’s planning chair said the city expects a presentation by the developer at the public hearing scheduled for Tuesday, Nov. 25, at 7 p.m. in Council Chambers; the item is on second reading and third reading will include the public hearing.
Committee members also discussed two TIF ordinances on second reading. Ordinance 2025‑11 would declare improvements to property owned by Toth Realty of Akron LLC (doing business as Toth Buick GMC) a public purpose and exempt 100% of the value of the improvements from real property taxation for 30 years; the transcript notes an estimated new construction value of about $1,000,000 and says the resulting service payments in lieu of taxes would fund nearby infrastructure debt service. Ordinance 2025‑13 would apply a similar 30‑year exemption for improvements for Sarah Works of Akron LLC (Sarah Subaru); committee members requested additional time to consider both TIF items.
No final votes were taken on the rezoning or TIFs during the Nov. 10 meeting; council granted time for further review ahead of future readings.
