The law director told council that, after discovery and pretrial work, counsel determined there was not sufficient evidence to retain the defendant in the litigation and asked council to take the steps necessary to release that party. "There is not, sufficient evidence to keep this defendant in the litigation," the law director said, referring to Henry Shines (described in the transcript as a company). The law director said counsel recommended the release and that committee and counsel had no concerns.
Following the explanation, a council member moved to bypass further committee deliberations and to bypass the council’s usual three‑reading rule. Both motions were seconded, the council called the roll, and members voted to adopt 2025‑R64.
