San Diego City Council proclaims Juneteenth, Jewish American Heritage Month and Haitian Flag Day amid mixed public comment

The San Diego City Council on Tuesday approved proclamations recognizing Juneteenth 2026, Jewish American Heritage Month, Haitian Flag Day and the San Diego Scottish Highland Games. Councilmembers who spoke in favor framed the items as opportunities to honor cultural contributions and to recommit city policies to equity and inclusion.
Councilmember Campbell moved to pass the collective proclamation items; Councilmember Ken Pio seconded the motion, and the clerk recorded the roll-call vote as passing unanimously. Councilmembers including Elo Rivera, Whitburn, Foster and Moreno used their remarks to link the proclamations to ongoing efforts on equity, community outreach and remembrance.
“Juneteenth reminds us that freedom delayed is freedom denied,” Samuel Merrill, a member of the public, said during the proclamation public-comment period. Several other speakers offered short tributes to the traditions the proclamations recognize.
The public-comment period also included several contentious and conspiratorial remarks. Jacob Lewis Edwards used his time to accuse unnamed international actors of undemocratic influence over U.S. institutions, saying, “Chinese espionage was on it the entire time,” and warning of foreign control. Another commenter who identified in the transcript as Audra made graphic allegations about sexual abuse and criticized how such testimony is sometimes treated in the council chamber.
Councilmembers responded to inflammatory testimony during the comments and on the dais. Councilmember Campbell condemned antisemitic claims in the public record as “a lie” and “completely antisemitic,” and multiple councilmembers urged respect for San Diego’s diverse communities.
The council paused after the votes for photographs and then proceeded to other business on the agenda.
The proclamations mark symbolic recognition by the City of San Diego; the council did not attach binding policy changes to the items. The city clerk recorded the approved proclamations and the council moved on to consider the consent calendar and other business afterward.
