Program performance and data Economic development staff (speaker 14) reported the façade program has produced roughly $2.30 of private investment for every $1 of city funding since inception and noted increased lease rates and property turnover in downtown following grant-funded renovations. The restaurant incentive program—launched FY25 with an initial $200,000 allocation—has also been credited with recruiting new downtown restaurants; staff said one restaurant (Zeno) doubled its sales tax receipts and yielded a 4.1% ROI after nine months (18‑month payback estimate under some scenarios).
Council direction and pending applications Councilors discussed program goals, whether to continue, modify (sliding-scale matching or minimum holding periods) or sunset the façade program. Several council members expressed that the façade program achieved its original reinvestment goal and suggested pausing new allocations after the four applications already in process. Council directed staff to allow those four pending façade applications to move forward for consideration at the May 15 economic-development board meeting (staff estimated about $33,000 remains in the current FY allocation). Council asked staff to return with policy options (proof-of-funds, minimum owner-investment tiers, and a sliding-match scale) and financial analysis comparing façade versus restaurant-incentive outcomes.
Transparency and reporting Multiple councilors asked for clearer public reporting of outcomes (sales-tax, property turnovers, new jobs) and recommended a separate quarterly report or a prominent web summary that isolates incentive program ROI so residents can see long-term benefits of economic-development investments.
