Commission approves Pembroke Road administrative permit, extends Kennedy Avenue Bridge permit for five years

The Environmental Impact Commission voted Jan. 14 to approve an administrative permit for regulated activity 12-59 (Pembroke Road) with a stipulation agreement and to extend an existing permit for the Kennedy Avenue Bridge (application 1112) for five years.
Staff recommended administrative approval of the Pembroke Road application, noting fees were paid and that the stipulated agreement complied with staff recommendations. Commissioner Jeff Harrold moved for administrative approval; the motion was seconded and commissioners voiced approval.
Staff explained that work at the Kennedy Avenue Bridge—stiffening supporting members around a large box culvert—had an expired permit but that the work fell within the period covered by a COVID-era public act. Staff recommended a five-year extension to allow the project to proceed without reapplication; a motion to extend application 1112 for five years was made and seconded and the commission approved the extension.
Staff also reported enforcement progress: the agency has received engineering review materials concerning a property at 200 Franklin (Ruby Rodriguez) and corporation counsel is drafting a methodology for summons and fines (staff mentioned potential daily fines as an enforcement tool). Commissioners received updates that a working-group appendix is nearly ready and agreed to set a meeting date via email. The commission then adjourned.
