DotMaps (Atom AI): Transportation staff said DotMaps has been extensively customized and integrated across city systems and is relied on by about 1,000 city users for project coordination and to implement a one‑dig policy that prevents overlapping digs and saves money on street repairs. Staff recommended a 10‑year sole‑source agreement totaling about $1.35 million (first five years at $125,000 per year; remaining five years at $145,000 per year). Council approved the award unanimously and staff said replacing the platform would require significant redevelopment, data migration and training costs.
Kimley‑Horn amendment: Engineering staff requested a no‑cost 36‑month extension to an existing as‑needed agreement in order to complete two tasks delayed by environmental reviews and permitting: a Kensington canyon sewer/storm replacement requiring additional environmental mitigation and Caltrans encroachment processing, and a Black Mountain Reservoir spillway access/stair project that will need construction‑phase support. Council approved the time extension.
Salary ordinance (S504): In a separate action, Human Resources presented an amendment to the FY27 salary ordinance to reflect recently reached successor MOUs. For two represented employer groups (MEA/MEADCA and Local 127) the MOUs include a 2% general wage increase effective July 1, 2026, and a 1.5% equity adjustment for deputy city attorney classifications; as part of cost‑saving measures represented groups agreed to a mandatory unpaid 40‑hour furlough (with exclusions). The mayor recommended a 2% increase for unrepresented employees effective June 30, 2027. Council approved the ordinance amendment after public comment.
