Solano County adopts five-year capital improvement plan and SB1 project list

The Solano County Board of Supervisors voted unanimously to receive and approve the Public Works five-year Capital Improvement Plan for fiscal year 2024'25 through 2029'30 and to adopt the SB1 project list required by the state.
James Biesick, director of Resource Management, and Matt Tuggle, engineering manager, summarized the plan's mix of near-term maintenance and safety projects and longer-term investments. Tuggle said the county will prioritize pavement maintenance, bridge and culvert rehabilitation, drainage work and targeted safety improvements such as the Foothill Drive curve-safety project and a Vallejo sidewalk gap connector program. He said McCormick Road phase 2 is nearly complete.
On revenue, staff described a combined near-term funding estimate of roughly $20 million drawn from legacy highway user tax accounts and SB1 gas-tax allocations, and noted an anticipated SB1/SB-one gas-tax generation in the coming year of approximately $10 million. Tuggle also said Stevenson Bridge recently received an earmark of $3.6 million and that Caltrans committed additional funding, bringing available funding for the project to about $10 million.
Board members asked about typical costs for sidewalk projects (staff cited $40,000'$50,000 for one connector and estimated another more complex job could approach $2 million) and the county's approach to joint contracting with cities to improve bidding and unit rates. Tuggle said the department is mindful of grant strings and staff capacity when pursuing federal awards.
After questions, the board approved the plan and the SB1 project list by a 5-0 vote.
The approval sends the project list to the state as required under the Road Repair and Accountability Act of 2017 and authorizes staff to proceed with project delivery and grant applications consistent with the plan.
