Montgomery County Council introduces public-safety and governance bills, approves supplemental appropriations

The Montgomery County Council used its June 16 meeting to introduce multiple bills across public safety, disability policy, employment rules and zoning — and to approve several budget actions.
Public safety: Councilmember Andrew Friedson introduced a bill to criminalize coordinated street takeovers and stunt driving events, describing them as "an affront to our public safety" and saying the measure would allow police to target not only drivers but those who organize and promote such events.
Commissions and governance: Councilmember Don Lukey (Don Lucci in the record) introduced legislation to restructure the Intellectual and Developmental Disabilities Commission to increase representation of people with lived IDD experience and adjust parent/guardian membership; he proposed naming it the Jake Dedinski advocacy act.
Employment and trust: Councilmember Kristen Mink introduced the Community Trust and County Employees Act, which would bar hiring into county public-facing positions of individuals who have been employed by ICE or CBP after 2025 and held that role into county service, with the stated aim of preserving community trust in county services.
Finance and capital: Staff briefed the council on expedited bond authorizations for stormwater management ($125 million) and the Viva White Oak district ($420 million). The council also held public hearings and approved a number of supplemental appropriations for FY26, including state grant funding to Montgomery County Fire & Rescue and a $6,016,137 operating budget addition funded from designated reserves; both measures passed unanimously following the hearings.

Council staff scheduled public hearings and committee work-sessions for several of the introduced bills in July, which will be the next procedural step.
