A voluntary annexation for roughly 6.66 acres near the I‑65 and 37th Avenue corridor was introduced during the Hobart meeting on March 18 by Richard Anderson (Speaker 7), who said CATCO plans to expand into the parcel and that the property would be annexed as M‑1 industrial.
Anderson described the site, estimated size and plans for some outside storage and said the item before council that night was an introduction of the ordinance; if the council wished, staff would set a public hearing. Staff later confirmed that Baker Tilly supplied an updated fiscal plan reflecting a small discrepancy in acreage but no substantive fiscal impact.
Speaker 2 moved to acknowledge receipt of the annexation packet and send it for a public hearing; the motion was seconded and accepted by the council. Council members asked follow‑up questions about exhibit boundaries, railroad right‑of‑way inclusion and next procedural steps. Staff indicated the next step after annexation would include vacation of certain internal streets within the annexed area for alignment with the city map.
The council did not vote on annexation itself that night; it approved the administrative step of setting a public hearing and asked staff to publish legal notice and prepare the hearing record.
