Commission hears updates on Munising Bay Overlook acquisition, proposed water-rate increase and marina policy revisions

Staff briefed the Munising Planning Commission on a set of municipal updates, including a potential community purchase of roughly 300 acres adjacent to park service land, a recommended water-fee increase, and finalized marina slip procedures.

Staff (S1) described the Munising Bay Overlook parcel as about 300 acres adjacent to a Park Service unit and said the community hopes to acquire the acreage through a series of grants that would leave an estimated local out-of-pocket cost of about $20,000; the parcel would be used for outdoor recreation and would not be developable, staff said.

On utilities, a presenter (S5) relayed that John Holland of the Michigan Rural Water Association recommended a 13.4% increase in water fees (the transcript used the term 'wire' in one place; staff clarified context) in addition to cost adjustments tied to CPI and inflation. The recommendation was framed as a response to operating costs that currently exceed revenue.

The commission also reviewed a new marina policy and procedures that set application timelines, documentation requirements and consequences for failing to meet deadlines. Staff said three slip-holders lost their slips last season because they did not complete required steps on time; the new policy will be distributed with contracts and sent to current slip-holders on the first business day in March.

Commissioners asked staff about posting agendas and video recordings; staff confirmed agendas and meeting video are posted on the city website and that video uploads may take several days. Commissioners also requested a simple online 'how-to' guide on permits and suggested social-media outreach for seasonal updates.

The commission scheduled follow-up items and closed the round table discussion.
