The Munising Planning Commission on a voice vote approved a special land-use permit allowing an agency to relocate to 331 West Munising, following a public hearing in which the applicant described interior-only renovations, four employees and weekday hours.
The decision matters because downtown parking scarcity and zoning details could affect whether historic buildings can be adapted for housing or small businesses. Commissioners and residents pressed staff on an address discrepancy and the jump in required parking for proposed residential units.
At the public hearing the applicant (Presenter, S6) said the business would move into the former flower shop at 331 West Munising and “we don't plan on changing the structure of the building on the outside. The inside will be changed.” The applicant described business hours as approximately Monday through Friday, 8:00–4:30, and said the move was prompted by downsizing from a larger site.
A nearby property owner and developer (Resident, S8) gave a lengthy account of plans to renovate a historic building at 111 Elm Avenue for seven apartments and argued the project is threatened by parking rules. “I had 4 [parking] spots, but now I have to have handicap accessible ramp… the parking requirements went up from 4 spots… to 12,” S8 said, urging the commission to consider temporary or short-term measures so the restoration can proceed.
Commissioners asked staff to clarify zoning and address records after confusion surfaced over whether the building is recorded as 109 or 331 on different documents. Committee member (S4) asked, “Is it gonna be listed as 331 or 109?” and staff (S1) responded that department records list 331 and that the parcel is in the transitional zoning district. Staff confirmed the application requires a special land-use permit rather than a by-right change.
Committee member (S4) moved to approve the application for the agency to relocate to 331 West Munising with a special land-use permit; Chair (S2) seconded. The motion carried by voice vote; no roll-call tally was recorded in the transcript. Staff said the applicant must next submit a business-permit application to City Hall for review, and that if a permit is denied the applicant may seek review through the board of appeals.
The commission suggested staff consult the city attorney about whether any grandfathering, waiver or temporary arrangement is possible to ease parking constraints for historic redevelopment. Commissioners also encouraged the applicant to return to a future meeting after the business-permit submission so staff could provide updated guidance.
The commission closed the item and moved on to other business. The next planning commission meeting was scheduled for March 25 for follow-up items and other reviews.
