The Edgewater City Council voted June 4 to grant preliminary plat and construction plan approval for Deering Park North Phase 1 (347 units) and Phase 2 (169 units), actions staff said are part of an existing entitlement and were evaluated under the city’s stormwater master plan.
Planning staff told the council the applicant first submitted the project in September 2024 and that technical review, third‑party engineering checks and the city’s stormwater master plan had been used to assess drainage. Staff said the master plan modeling included 100‑, 500‑ and 1,000‑year storm scenarios and concluded that the planned retention features for the development would hold more water than the existing site configuration.
Residents questioned whether the additional units and fill would worsen flooding in nearby neighborhoods. One resident asked whether the planned retention would affect the Portage Shores basin; staff answered that the modeling does not indicate negative effects on the adjacent basin. Councilmember discussion noted the development is grandfathered into prior entitlements; the current actions approve preliminary layouts and engineered details necessary to move into detailed construction design.
Council approved the two preliminary plats by roll call. Mayor DePue stressed that approval at this stage does not mean final site construction is unregulated: subsequent engineering, permitting and inspections remain required before building occurs.
Next steps: the applicant will proceed with the engineered construction drawings and permits; staff will continue to monitor stormwater compliance and coordinate mitigation measures identified in the master plan.
