Edgewater council unanimously approves $32,000 addendum to expand vision-plan outreach

The Edgewater City Council voted unanimously June 24 to approve Addendum 2 to the Kimley Horn task order, authorizing $32,000 for additional outreach and planning work tied to the city’s vision-plan update. The addendum covers a second community survey, a second visioning outreach forum and an updated Park Avenue conceptual plan.
City staff member Glenn said outreach for the second survey included mailed surveys inserted with monthly utility bills, an emailed survey link, a web link, flyers and promotion through the Southeast Volusia Chamber and SEVMTC; he said paper surveys were also available at city offices and events. “Nine hundred ten responses were received the second time around,” Glenn said.
Glenn told the council the addendum’s tasks include presentation of the draft survey and results to staff and council, the community visioning survey #2 results, a second community vision outreach forum and the Park Avenue conceptual plan update. He said the addendum’s total cost is $32,000 and listed scheduled next steps included a council workshop to review survey results on 07/20/2024 and a community vision forum on 08/26/2024.
During council discussion, a council member emphasized that the additional outreach was intended to increase public ownership and buy-in after earlier feedback that not everyone had the opportunity to respond. The council member acknowledged the response number was not large but said it was “better than nothing.” Mayor Depew said the council was already partway through the study and that moving forward with the additional work would be beneficial.
A council member moved to approve the addendum and to authorize the city manager to execute the $32,000 contract; the motion was seconded and the city clerk conducted a roll-call vote. Mayor Depew, Councilwoman Gillis, Councilwoman Bennington, Councilwoman Dalbo and Councilman Powers each voted yes. The mayor adjourned the meeting after the vote.
The addendum will allow Kimley Horn to present the survey results and lead the second outreach forum and conceptual planning noted above; the city manager was authorized to sign the contract amendment so that Kimley Horn can be paid for the additional tasks.
