County traffic study finds Suisun Valley generally operates well but flags weekend/harvest congestion near Solano College

Resource Management staff presented a traffic‑capacity analysis for Suisun Valley that divided the corridor into five segments and evaluated existing and projected conditions.
Assistant Director Matt Tuggle and Director James Fusick summarized TJKM's findings: under normal weekday conditions the corridor generally operates at level‑of‑service grades A–C, but the southernmost portion (Segment A, Solano College to Rockville Road) carries the highest volumes and is most vulnerable to Saturday and harvest‑season congestion. The study modeled weekday peaks, harvest‑season hauling and future development build‑out scenarios and concluded that most future weekday conditions should remain stable but that weekend/harvest peaks could create backups at intersections near the Rockville area.
Staff said some improvements already have design funding (a Metropolitan Transportation Commission Priority Conservation Area grant) and recommended prioritized interventions in Segment A: transit stop and transit routing adjustments, sidewalk/shoulder and safety improvements, operational measures and continued grant pursuit for construction funding. The board discussed pedestrian and bicycle connections, the college connector and planned Red Top overcrossing as potential longer‑term traffic relief.
