Solano County supervisors approve tentative MOUs with law‑enforcement and probation unions

The Solano County Board of Supervisors voted unanimously to adopt resolutions approving tentative successor memorandums of understanding with the Law Enforcement Management Association (units 17 and 18) and the Solano Probation Peace Officers Association (units 12 and 15), the board announced during its public meeting.
Nigel Edwards, the county's human resources director, told the board the county had met and conferred with the four units and that "each union has ratified the tentative agreements." He said the agreements include a pay‑parity side letter — described as a "me too" provision — that ensures those units would receive any differences in cost‑of‑living adjustments (COLA) offered to other units, and a site letter that allows eligible members to receive certain lump‑sum cash payments that have been offered to other employee groups.
The clerk introduced the item and noted the MOUs cover a term beginning 12/21/2025 through 10/28/2028. The board also delegated authority to the county administrative officer or the director of human resources to execute the final memorandums of understanding and to make technical, non‑substantive adjustments consistent with the approved tentative agreements.
There were no questions from supervisors and no public comment on the item before the board took a formal motion and approved the resolutions by a vote of 5–0. Earlier in the meeting the board also approved its agenda by the same unanimous margin.
After the votes, Chair Mashburn announced the board would recess into closed session for a conference with labor negotiators under Government Code section 54957.6 concerning In‑Home Supportive Services (IHSS) representatives and employee organizations listed on the agenda; county counsel said there would be no report out from that closed session.
The meeting record ends with the board moving into closed session. The clerk or county staff will finalize and execute the memorandums of understanding consistent with the board's delegations.
