Principal Planner Narissa Sental explained the Proposition 218 process and said the county mailed notices to account holders and parcel owners 45 days before the hearing. Staff reported that 5,818 parcels are affected; the majority‑protest threshold was 2,910 valid written protests. The clerk reported 20 written protests had been received prior to the hearing close, insufficient to trigger a majority protest.
Sental provided estimated impacts: residential customers would see a monthly increase that ranges roughly from $0.82 to $1.19 depending on cart size; commercial customers could see increases roughly between $2.05 and $5.19 per month depending on service type and frequency. The franchise fee rate to the county remains 5% on gross receipts, a figure staff said has been in place since 2003.
After the hearing closed the board voted 4–0 to adopt the 3% adjustment effective March 3, 2026. No majority protest was found, and staff said they will proceed with rate implementation under the existing contracts while continuing longer‑term negotiations on a successor agreement.
