Monica Brown elected chair as supervisors debate leadership rotations

Monica Brown was elected chair of the Solano County Board of Supervisors on Tuesday after a contested series of nominations and votes, and the board named Cassandra James vice chair and Supervisor Wanda Williams chair pro tem.

Supervisor Mashburn nominated Monica Brown for chair; an alternate motion to name Supervisor James chair and Monica Brown chair pro tem failed on a 2–3 vote. The original nomination for Brown then passed 4–1. Later the board unanimously selected Cassandra James as vice chair, and a separate vote approved Supervisor Williams as chair pro tem by 4–1, with Supervisor Brown casting the lone no vote.

The leadership votes came amid an explicit discussion about whether the board should return to a practice of rotating leadership. Multiple supervisors and public speakers urged rotation "so everybody gets an opportunity to serve," and some applicants and members of the public had earlier recommended that supervisors Wanda Williams and Cassandra James be considered for leadership roles.

Board members also clarified procedural points about the chair pro tem role under Robert's Rules of Order and discussed dais seating based on seniority. The board approved the changes to leadership and seating by the recorded votes.

The board moved immediately to the next agenda items following the leadership votes; there were no formal amendments to the elections and no additional motions to reconsider the outcomes.

The immediate next steps are procedural: newly elected officers will assume leadership duties as scheduled and staff will update administrative records and assignments.
