Salem County boards approve offshore-wind training MOU and a package of contracts and services

At its Sept. 26 meeting, the Salem County Special Services and Vocational Technical School boards approved a 27‑month MOU to develop an offshore-wind workforce program and signed multiple contracts for facilities, IT hosting, food vendors and services, and inspections.
The Salem County Special Services School District and Salem County Vocational Technical School District boards approved a suite of contracts and partnerships at their Sept. 26 meeting in Woodstown, including a 27‑month memorandum of understanding to develop curriculum and training for New Jersey’s offshore wind sector.
Under a recommendation from the business administrator, the boards approved a Memorandum of Understanding between Mid‑Atlantic States Career and Education Center and the Salem County Vocational Technical School District to support the NJ Offshore Wind and Skills Development Program. The MOU, effective July 5, 2023 for 27 months, is intended to create curriculum and placement pathways for both skilled and entry‑level positions in the offshore wind industry, the board packet states.
The boards also approved several procurement items and service agreements. These included a field‑lining and painting contract for SCVTS soccer fields ($3,575); an off‑site hosting and technical support agreement with PSISJS of Stratford for PowerSchool at $20,000 for the July 1, 2023–June 30, 2024 contract year; and a maintenance and safety inspection contract with Deglerwhiting for gym bleachers and backstops at $3,200 for 2023–24. The board approved awarding linen services to Churchill Linen Supply (Wildwood Linen) for Culinary Arts and Food Services based on the vendor quotation provided.
Food‑service and vending arrangements were also approved: a proposal from Four M Vending Service to provide vending at the Salem campus, and a recurring pizza arrangement with Ella’s Momma Mia’s to provide up to 35 pizzas on alternate Fridays for $12 per pizza. The board approved an agreement with LS Tours for the 2024 senior class trip to Orlando; the packet lists an estimated student cost of $1,903 per student and notes fundraising and student payments will offset costs.
Board members asked clarifying questions during the roll calls. Board member James Davis asked whether field lining would be a year‑round contract and whether the district could handle it in‑house; Superintendent John Swain replied the district lacks the equipment and expertise this year but expects to handle it next year. On bleacher inspection, Davis asked whether the work covered interior or exterior bleachers; Swain confirmed the current work covers interior bleachers and noted annual inspection is required. The motions to approve these contracts carried on roll call votes, typically with four board members recorded in favor.
The packet and meeting minutes list additional service approvals, including education consultant deaf services (Gloucester County Special Services, four visits totaling $1,176.00, to be paid from IDEA funds), a nursing services agreement with Christiana Care for 2023–24, and acceptance of a donated toolbox and hand tools from Tractor Supply for career programs.
The boards’ approvals reflect a mix of operational maintenance, student service contracts, and a targeted workforce development partnership aimed at positioning students for jobs in the offshore wind industry. The board recessed into executive session at 8:13 p.m. and adjourned at 8:33 p.m.
