Council debates $7.5 million Memorial Park planning placeholder; staff says it is for evaluation and early work

City staff presented a $7.5 million placeholder allocation for Memorial Park improvements during the June 18 budget workshop and told the council the amount is intended to fund evaluation, preliminary design and limited early works rather than immediate full construction.
"We simply came up with a budget figure for elements and projects... that's a very early number to begin," Zach Beard, the public works and engineering director, said in response to council questions about the source and scope of the figure. Beard said the allocation was derived as a conservative, high-level budgeting estimate to cover multiple downtown civic elements (historic buildings, the tennis center, utilities) and to allow the city to start scoping and community engagement.
Councilmember Perlman sharply questioned the figure and its presentation, asking whether the $7.5 million would be spent "before any shovel hits the ground" and calling that outcome "outlandish" if it meant design and construction were being conflated. Staff replied the amount is intended for planning, preliminary site work and preliminary improvements in some cases; Beard noted that once the evaluation is complete the project may be split into multiple CIP projects (city hall, community center, recreation facility) and funding sources identified for each.
Funding and next steps: staff proposed using land-proceeds funds for the FY27 placeholder and said the full implementation funding for later phases is not yet determined. The staff presentation also listed bond proceeds as a possible future source in the CIP book as a placeholder. Staff told the council there is no current authorization to spend the entire amount and that additional council actions and public outreach will occur as scope and costs are refined.
Council and public reaction included calls for clearer scoping, percentage breakdowns of planning versus work, and assurance that large capital asks be reconciled with overall CIP priorities and reserve levels.
