"We're not even at a year yet and we've got 4,007," Miss Bridges said while reviewing the expansion report, adding that local outreach and partners have been important in completing applications. Staff credited collaboration with the health council and community partners who completed many applications and with PISCA/Piscale Legal Services and jail‑reentry partnerships that forward applications for people reentering the community.
Board members pressed for details on reimbursement and county cost-sharing. Staff said the county received an upfront allocation of about $200,000 so far and discussed an ongoing reimbursement arrangement under which the state would reimburse a portion (discussion in the meeting referenced roughly 75% federal/state reimbursement and a 25% county share for ongoing costs), but they also said exact multi‑year terms remained to be confirmed.
The board requested additional data as the budget implications become clearer; staff agreed to gather additional reimbursement and projection details for future meetings.
