Council told ArcGIS renewal runs on state contract; no sole-source waiver required

Councilwoman Jeanette Blackwell asked staff to clarify whether a pending resolution for a multiyear ArcGIS renewal would require a bid waiver or sole-source justification under the city’s amended purchasing ordinance.
Brianna Scavira, director of technology services, said the software that powers the city's geographic information systems is provided by Esri and that the city can procure it through an established state contract. "The sole provider is Esri. But in this case, we don't need to worry about sole source justifications or bid waivers because Esri sells on an established State contract which we have access to," Scavira said.
Scavira and the purchasing supervisor confirmed with legal and purchasing staff that because the renewal covers product licensing only (no professional or technical services) and uses the state contract, the council’s approval is required for a multiyear contract but a bid waiver is not necessary despite the total exceeding $100,000.
Councilwoman Blackwell said she wanted the consultation with purchasing documented on the record. The clarification frames how the council will consider Resolution E8, the multiyear ArcGIS renewal, when it appears on the regular meeting agenda.
