Ali Abbers of the Planning Department told the board the second reading fulfills statutory requirements and that an addendum to the 1993 South Livermore Valley area‑specific plan environmental impact report was adopted at the first reading. Abbers said the amendment lists additional conditional uses and provides for clustering provisions intended to support visitor accommodations and tourism‑related activities.
Diana Roberts of the Tri‑Valley Conservancy and another caller identified as Kelly offered public comment in support, saying the changes will help the Livermore Valley wine industry and long‑term success for visitor‑serving activities. The board waived full reading, moved for adoption and approved the ordinance by roll call (Supervisor Marquez — Aye; Supervisor Tam — Aye; Supervisor Miley — Aye; Supervisor Fortunato Bas — Excused; President Halbert — Aye). The ordinance becomes effective 30 days after a favorable action.
