Board approves $628,665 Altamont Landfill education fund expenditure plan

The Alameda County Board of Supervisors voted to approve the Education Advisory Board’s proposed expenditure plan for fiscal year 2025–26, allocating $628,665 from Altamont Landfill per‑ton fees to diversion education, job training in waste diversion and recycling, and programs to mitigate landfill impacts on neighboring communities.

Liz McElligot of the County Planning Department summarized the settlement framework and the EAB’s work, saying the education account balance as of April was “over $600,000” and that the proposed plan would carry over unspent funds from prior grant years as needed. She said the EAB, which includes representatives from the Northern California Recycling Association and the cities of Livermore and Pleasanton, requires concurrence from the NCRA, Livermore, Pleasanton and the county to disburse funds.

A member of the public criticized board attendance during the public comment period, saying the pattern of empty chairs signaled a “tremendous disregard for the planning commission.” The board then moved and seconded the motion to approve the expenditure plan; roll call votes were recorded as follows: Supervisor Marquez — Aye; Supervisor Tam — Aye; Supervisor Miley — Excused; Supervisor Fortunato Bas — Excused; President Halbert — Aye. The motion passed.

The board packet attached the EAB’s fiscal‑year plan, a 2024 annual report listing approved grants and concurrent resolutions from Livermore, Pleasanton and the NCRA. Staff said the City of Livermore manages the EAB’s financial operations and that an independent contractor administers grant dispersals.
