Staff reports: Keating leasing progress, riverfront plan procurement and Beaman Triangle nomination

Staff (S4/S5) said the Village at Riverside/Arcade redevelopment remains under cost analysis, particularly the parking component; the riverfront master plan procurement is advancing and staff are awaiting responses from licensed environmental professionals. The 80 Harbor Drive project is near completion, and staff anticipate a full certificate of occupancy in October.
On finances, the committee reviewed the August 2025 economic development fund balance. Committee members asked why specific line items were highlighted and whether heating costs were included; Finance/Staff (S9) clarified that heating numbers are not included in the economic development report and that the finance department generates the highlighted report. Staff agreed to follow up with finance and circulate clarifying documentation for the next packet.
The Keating Historical Enterprise Park update noted ongoing interior/exterior work (plumbing, elevator) funded by state and federal grants; staff said roughly 65–70% of leasable space is currently leased and that collections are in process though one account remains backlogged. Members requested a current lessee list and arrears report for the next meeting packet.
Finally, staff (S4) said the State Historic Preservation Review Board will consider the Beaman Triangle nomination at its September 12, 2025 meeting; if approved it would be forwarded to the Department of the Interior for National Register consideration. Committee members asked about attendance and documentation; staff offered to provide the meeting link and participant list.
The committee asked staff to supply clarifying financial details and an updated Keating lease/status report in the next packet; after that the meeting adjourned.
