The police chief (Speaker 11) described the incentive structure: non‑certified recruits receive a $5,000 incentive distributed across milestones; certified officers receive a $5,000 hiring incentive and additional payments tied to milestones and anniversaries summing to $12,000 over the contract term. The chief said the recruitment push has produced roughly 14 certified candidates in background, two hires imminent, and about 34 applicants scheduled to test in coming weeks and that the department aims to be fully staffed by Nov. 1 if hiring continues at the current pace.
A committee member proposed a one‑time bonus for current officers who have been covering overtime; staff discussed fiscal tradeoffs and said the multiyear commitments would be placed in a restricted fund to avoid saddling next year’s budget. Staff estimated a roughly $400,000 budget impact this year to fund the incentive program but said the incentive mechanism is intended to be supported by existing personnel savings from vacancies.
The committee voted to forward Resolution 26,071 to full council for final approval.
