Council adopts two ordinances tied to Sheetz redevelopment; committees request time on several items
Summary
The Green City Council adopted two ordinances (2024-09 and 2024-10) related to TIF/tax-exemption for Sheetz property improvements and referred several other resolutions (sidewalks, ambulance purchase, public-access equipment, NatureWorks grant) to committees for further consideration or time; public-safety committee declined to request hearings on liquor renewals.
During the Aug. 13 meeting council received multiple committee reports and took the following recorded actions:
- Two ordinances related to Sheetz redevelopment were adopted by roll call (2024-09 repealing an older TIF agreement; 2024-10 declaring improvements a public purpose and exempting 100% of improvement value from real-property taxation for 30 years). The ordinances were adopted by vote recorded as 5–0 in the planning committee report and the transcript notes adoption by roll call.
- The finance committee reviewed a proposal to lease two electric vehicles (estimated under $60,000 for three years) and requested time to address resolution 2024-R-47 at a future meeting; the committee also requested time on R-50 (telecommunications equipment for the public-access channel) and planned to return for further action.
- The environment & parks committee planned to advance a NatureWorks grant application (R-52) for an accessible recreation field at Kleckner Park and requested time to pass the resolution at the next meeting.
- The public safety committee reviewed license renewals (TMP-4686) for class C and D retail liquor permits; after consulting Summit County Sheriff’s records, the committee agreed there were no objections and moved not to request hearings. The committee also discussed a Trex form from Fresh Food Deli Inc. for a transferred liquor permit and opted not to request a hearing at this stage.
- The transportation, connectivity & stormwater committee reported a single-bid recommendation for a concrete repair contract (Joseph A. Jeffreys Co., $163,820.30) and requested time to consider the item at second reading; an update on a sidewalk pilot program was provided.
What happens next: Several items were continued for additional committee or council consideration (R-47, R-50, R-52, the concrete repair award). The Sheetz-related ordinances were adopted and will proceed according to their effective schedules.
