Edgewater approves $3.25M midyear budget amendment and backs grants for new boat ramp

The Edgewater City Council approved a midyear budget amendment on May 4 that adjusts the FY25-26 budget and reassigns funds to cover new priorities and grant matches. Finance Director Bridget Bassier presented Resolution 2026-R-13, describing a total budget amendment of $3,249,495.
Bassier outlined funding sources covering the additional expenditures: approximately $1,600,000 is covered by grants, impact fees and insurance proceeds; specifically the amendment identifies $563,003 in grant funding, $1,077,567 in impact fees, $47,902 in insurance proceeds and $468,330 from general fund reserves. She listed project-level changes including Fire Station 55 repairs (insurance proceeds), a parks bucket-truck grant ($186,892), prospective Lowe’s Community Impact Grant match ($150,000 max), federal lobbyist funding previously approved, boat-ramp grant applications (open purchase adjustment $35,830) and reallocated funds for park restroom and roadway projects.
On a related item, staff sought council support for Resolution 2026-R-15 to apply for FIND funding for a new public boat ramp and recreational amenities. Staff described Phase 2 as a $5,450,000 project that would be “a substantial majority” grant-funded; council approved the resolution to support the FIND application.
Council also authorized an FDOT maintenance memorandum of agreement (Resolution 2026-R-16) whereby FDOT would compensate the city roughly $21,885.25 per quarter (~$87,541 per year) to perform maintenance work, and authorized execution of an updated FDOT Sun Trail grant agreement (Resolution 2026-R-17) that increases FDOT funding for the Edgewater Sun Trail segment from approximately $2.35 million under the 2021 agreement to roughly $6.36 million to reflect an expanded scope and alignment.
Why it matters: The budget amendment and the set of grant actions both reallocate local funds and set the city up to pursue larger outside grants, while the FIND and FDOT agreements shape funding streams for a new boat ramp and trail infrastructure.
