At a public hearing on Aug. 13, Michael Francis (who identified his business address and his organization's operation of a local nursing facility) presented a rezoning request to change roughly 1.17 acres at 728 Moore Road from B-2 professional office to Planned Development to allow an independent senior-living apartment building.
Francis said the project concept envisions roughly 84 units, with a maximum of no more than 90 units, targeted at residents age 62 and older and described the project as market-rate with "low $2,000s a month" price targets for many two-bedroom units. He emphasized the building would be independent-living, not a full-service assisted-living or skilled-nursing facility, and showed concept diagrams and stormwater/retention plans to council.
Council members asked clarifying questions about unit count, compatibility with existing R-2 zoning, and HUD-related limits on age-restricted occupancy; Francis said the federal age-restriction rules limit permanent residents to those 62 or older (with the possibility of a spouse/partner or temporary guest arrangements) and said no children would be permanent residents under the proposal.
Because council rules require additional time after a public hearing on rezoning, the council did not vote at the meeting and scheduled final action for the next regular council meeting (as the ordinance follows the required process). The planning commission had recommended the rezoning by a 5–0 vote before this hearing.
What happens next: The ordinance will return for a council vote at the next regular meeting after required procedural steps and site-plan review.
