Ordinance 19-48 — Joint Venture Project Agreement with Vance County: Approved. City Manager Frank Frazier said Vance County bought approximately 80 acres adjacent to the Henderson-Vance Industrial Park; the County will pay for water and sewer construction but requested the City maintain utilities and a one-time payment of $22,500 was negotiated prior to acceptance of utility dedication. Motion to approve was made by Council Member William Burnette and passed: YES — Coffey, Burnette, Rainey, Elliott, Daeke, Simmons, Daye and Williams.
Ordinance 19-47 — Purchase of chain-link fencing at 2386 NC Hwy 39 (former landfill): Approved. The fencing installed by the State during remediation will be retained to protect the approximately 40-acre property; Council Member Melissa Elliott moved approval and the motion carried unanimously.
Resolution 19-40-A — Sale of 725 Roberson Street: Denied. The high bid presented was $1,800 versus a tax value of $5,943; Council voted to reject the bid and rebid the property (motion by Council Member D. Michael Rainey).
Resolution 19-50 — Disposition of jointly owned property at 107 Briarcliff Street: Approved. The County had approved the sale and the proceeds will be split pro rata; motion by Council Member Melissa Elliott passed (YES: Elliott, Daeke, Simmons, Daye, Burnette and Rainey; NO: Williams and Coffey).
Ordinance 19-46 — Cemetery recording fee added to annual fee schedule: Approved. The fee increase from $750 to $776 includes a $26 recording fee to be recorded with the Register of Deeds; motion by Council Member Garry D. Daeke carried unanimously.
Resolution 19-51 — Add maintenance truck to lease-purchase financing with Benchmark Community Bank: Approved. The vehicle will replace a 1995 F150 with over 162,000 miles and was added to the existing financing arrangement; motion by Council Member Sara M. Coffey passed unanimously.
Ordinance 19-51 — Authorize demolition of 737 Harriett Street (see separate item): Approved with a 90‑day stay and engineering assessment option if the owner seeks renovation.
Consent Agenda: Approved. Items included formal acceptance of municipal election results, adoption of the 2020 meeting schedule, a minimum housing/addressing ordinance previously presented to Council, closeout of a U.S. Department of Housing and Urban Development Hope VI Main Street Grant, and tax releases and refunds for September 2019 totaling $5,528.80.
