Wheatland council approves FY2026 budget, vacates North Street and adopts water rate increase

The Wheatland City Council on June 9 unanimously approved the city’s FY2026 budget, adopted two ordinances including a street vacation and a water-rate increase, and approved a series of routine community measures.
The council convened at 6:30 p.m. at Wheatland City Hall with Mayor Jeremiah Wiese presiding. Council members Hicks, Stankee and Fauser attended in person; Grau joined by phone and Houzenga was absent. The consent agenda — which included the May 12 minutes, the clerk’s financial report and liquor licenses for Desperados, Wheatland Grocery and JR’s Liquor — was approved on a motion by Councilmember Stankee, seconded by Councilmember Hicks.
The clerk reported May financial activity including gross wages of $15,165.25, total May revenues of $82,749.89 and total May expenses of $201,855.39. Noted payables included a $116,066.85 invoice to the Iowa Finance Authority and $11,130.00 to J&R Supply.
During public forum resident Jeff Mente asked for permission to keep chickens. The council approved the request and reiterated the local limits: up to six hens and no roosters.
The council opened the public hearing on the FY2026 annual budget at 6:32 p.m.; with no public comment the hearing was closed and the budget was approved on a motion by Stankee, seconded by Hicks.
Council members then opened and closed a public hearing on vacating the public use of North Street east of Williams Street. With no public comment, the council approved the first reading of Ordinance 210-25 to vacate that portion of North Street and voted to waive the second and third readings (motion by Hicks, second by Stankee).
On a motion by Councilmember Fauser, seconded by Grau, the council approved the third reading and adoption of Ordinance 207-25, a water rate increase.
The council approved a spring clean-up day for June 21 from 8 a.m. to 4 p.m. (or until dumpsters are full), to be available only to residents within city limits. Mayor Wiese will arrange for a scrap trailer; residents may bring appliances and receive a sticker to be billed on the next utility bill. The council also adopted Resolution 2025-26 setting park rules and regulations (motion by Stankee, second by Hicks).
Public works reported hydrant flushing scheduled for Thursday, June 12, 2025, and staff were asked to grade alleys. The meeting adjourned at 6:46 p.m. on a motion by Stankee, seconded by Grau.
